RED III (Directive (EU) 2023/2413) raises the EU renewable-energy target. It does not mandate a battery passport, but the storage build-out it drives produces industrial batteries that do need one.

The recast Renewable Energy Directive (RED III) raises the EU’s binding renewable-energy target and accelerates deployment of renewables and the storage that supports them.

For battery makers, the link is indirect but real: the grid-scale and behind-the-meter storage RED III encourages consists largely of industrial batteries above 2 kWh — which fall squarely within the battery passport obligation.
